Stephen Propst helps clients navigate international trade and national security regulations, including U.S. export controls, economic sanctions and supply chain security restrictions. He brings a commitment to business-focused solutions to his relationships with aerospace & defense, space and satellites, telecommunications, automotive, advanced computing, artificial intelligence and higher education clients.

Stephen also co-leads the firm’s Geopolitical Risk and National Security initiative (GRaNS), which helps clients navigate uncertainties associated with today’s volatile geopolitical landscape and related national security challenges. Our GRaNS team leverages the strength of global platform and our industry leading regulatory practices to provide coordinated advice in the areas of international trade controls, foreign investment, cybersecurity, defense procurement, political intelligence, enforcement investigations and government relations.

Stephen assists with regulatory and enforcement matters under the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the sanctions regulations administered by the Treasury Department's Office of Foreign Assets Control (OFAC). He also advises clients extensively on the expanding Commerce Department regulations applicable to Information and Communications Technology and Services (ICTS). Since 2017, he has led the representation of ZTE Corporation in the implementation of its landmark settlement agreements with the U.S. Government, among the largest export enforcement cases and corporate monitorships in U.S. history.

Stephen is the former Co-Chair of Hogan Lovells’ global matched charitable giving campaign and has served as member of the Board of Directors of Gifts for the Homeless, a non-profit charitable organization that donates money and clothing to the homeless in the Washington, D.C. area.
