Clément is an Associate in the Energy Transition practice of the Paris office. 

Specialised in public business law and French and European public policies, he advises and litigates for public and private entities in regulated sectors (including electricity, natural gas, renewable energies, transport, public procurement).

Before joining Hogan Lovells, he worked in a French international business law firm in public law, environment and energy law for public or private entities, and in the project development team of a leading American law firm in this sector, working for sponsors and international banks and finance institutions on PPP contracts in energy and infrastructures. He accomplished his training as attorney-at-law within teams of public law and energy, and with EDF SEI.

Clément qualified with the French bar later in his career in 2022, following experience as in-house lawyer and public procurement buyer, and initial training with French public officials. He is also a former trainee-engineer, keeping interest in technical and scientific matters. 

He is a researcher at King’s College London in European, environment and energy law, working on greenwashing and carbon offsetting projects. He has teaching missions with the preparation programme for senior civil service (University Paris 1 and ENS) and with ESSEC Business School where he cofounded the students’ association of history.
