Anne rejoined the firm after serving as Senior Counsel in the Office of the Chief Counsel for Industry and Security at the U.S. Department of Commerce from 2022 to 2025. In this position, Anne focused on a range of export control and national security matters, including the complex advanced computing and semiconductor manufacturing and artificial intelligence regulations issued by the Bureau of Industry and Security (BIS), administrative enforcement matters, and supporting BIS participation in the Committee on Foreign Investment in the United States (CFIUS).

Prior to her work at the Department of Commerce, Anne helped Hogan Lovells clients in satellite/space, aerospace/defense, technology, energy, education, and pharmaceuticals industries– ensuring they remain compliant with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the economic sanctions programs administered by the Office of Foreign Assets Control (OFAC). Anne advised clients in connection with transactions implicating national security reviews conducted by CFIUS.

Anne prepares commodity jurisdiction and classification requests, drafts Technical Assistance Agreements and license applications to the Departments of State, Commerce, and Treasury, and assists in the preparation and submission of voluntary disclosure reports to government authorities. She also develops, implements, and improves effective trade compliance programs, and educates clients on issues relating to customs law, including valuation, country of origin, and classification issues.

Anne regularly represents clients before the U.S. Departments of State, Commerce, Treasury, Defense, Energy, and Homeland Security.
