On September 11, 2025, Mexico’s Ministry of Environment and Natural Resources (“SEMARNAT”) published in the Federal Official Gazette (“DOF”) the Sectoral Program for Environment and Natural Resources 2025-2030 (“PROMARNAT 2025-2030”). This program defines the environmental policy priorities and strategic lines that will guide federal actions over the next five years. Designed to ensure coherence with the National Development Plan, the PROMARNAT sets the foundation for coordinated action among government agencies, private sector, and civil society to address climate change, conserve biodiversity, and improve environmental governance.

The PROMARNAT 2025-2030 lays out a comprehensive vision for Mexico’s environmental agenda, emphasizing the need to integrate ecological considerations into all spheres of development. It identifies six overarching objectives, each supported by targeted strategies and measurable indicators.

  1. Strengthening climate action and resilience: The program highlights Mexico’s commitment to reducing greenhouse gas emissions, promoting renewable energy, and integrating climate risk into public policies. It also emphasizes adaptation measures to protect vulnerable communities and ecosystems from extreme weather events.
  2. Protecting biodiversity and ecosystems: Beyond conserving protected natural areas, the program seeks to restore degraded lands, strengthen community-based management of forests and coasts, and promote sustainable practices in agriculture, fisheries, and forestry. Biodiversity conservation is directly linked to food security and economic stability.
  3. Sustainable water management: Recognizing water scarcity as a pressing national challenge, the program calls for better water basins management, stricter pollution control, and efficiency in agricultural, industrial, and urban water use. Particular focus is placed on guaranteeing water quality and equitable access for communities.
  4. Advancing circular economy and waste management: The PROMARNAT envisions a transition away from a linear “take-make-dispose” model towards circular production and consumption systems. This includes promoting recycling industries, enforcing extended producer responsibility, and strengthening hazardous waste regulations to protect both human health and ecosystems.
  5. Improving air quality and pollution control: Air pollution remains one of Mexico’s most significant public health risks. The program proposes stronger emissions monitoring, regional air quality plans, and the promotion of clean technologies across sectors, particularly in transport and industry.
  6. Enhancing environmental governance: Finally, PROMARNAT underscores the importance of transparent and efficient institutions. It promotes digital tools for allowing and monitoring, citizen participation mechanisms, and stronger enforcement capacities for federal and local authorities.

By articulating these objectives, the program not only aligns with Mexico’s international obligations, such as the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework, but also answers to domestic pressures for cleaner air, safer water, and stronger climate action.
