Hogan Lovells names Tom Boer and Nadira Clarke as new leaders of innovative Environment and Natural Resources Practice

Washington, D.C., San Francisco, 4 August 2025 – Hogan Lovells has appointed partners Nadira Clarke and Tom Boer to serve as the Practice Area Leaders for the firm's Environment and Natural Resources practice, building on the strong foundation laid by outgoing leaders Adam Kushner and Scott Reisch.

Under the leadership of Kushner and Reisch, the practice saw significant multinational growth, team expansion, and enhanced recognition in the market, as evidenced by its recent Chambers Band 1 ranking in Washington, D.C., and its rise in nationwide, California, and Colorado rankings.

Clarke and Boer will now guide the practice’s strategic direction, bringing a bold, forward-looking vision and leveraging their deep expertise in environmental litigation, regulatory enforcement, and policy advocacy to guide clients through an evolving legal landscape.

Clarke draws on her in-depth experience as a first-chair trial lawyer, known for her tenacious defense of corporations and executives facing large-scale environmental investigations. Her practice focuses on technically complex regulatory enforcement matters, and she brings a calm, decisive approach to crisis management. Her background includes roles as an Assistant U.S. Attorney and Special Assistant U.S. Attorney, as well as counsel to the Department of Justice’s Office of Professional Responsibility. She has led internal investigations, advised on corporate compliance programs, and represented clients in high-stakes environmental and workplace safety matters.

Boer brings broad experience representing clients in California and across the western U.S. in complex environmental matters. With a decade at the DOJ and EPA, and more than fifteen years in private practice, he is a trusted advisor in high-stakes environmental litigation and enforcement actions. His work spans federal and state courts where he represents clients in matters involving PFAS contamination, environmental citizen suits, and catastrophic environmental incidents. Boer is recognized by The Legal 500 United States and Chambers USA for his environmental expertise.
