
Reflecting on President Trump’s first 100 days in office
Kurland joins Hogan Lovells following more than 15 years as Trial Attorney and Senior Trial Counsel at the U.S. Department of Justice (DOJ), where he led complex litigation in the Commercial Litigation Branch. While at DOJ, Kurland served as lead counsel on more than 250 international trade related cases, argued 30+ appeals, and was the attorney of record on 150+ public decisions, including some of the most impactful decisions in the trade field. He has been recognized for his work with the Attorney General’s John Marshall Award, three DOJ Civil Division Special Commendation Awards, and the John W. Douglas Pro Bono Award.

A seasoned trial and appellate advocate, Joshua brings over two decades of experience in international trade, export controls and sanctions, government contracts, administrative law, and corporate investigations. From January 2024 to January 2025, he served as a Detailee Trial Attorney in DOJ’s National Security Division, prosecuting counterintelligence and export control crimes.

Kurland’s arrival comes at a time of unprecedented need for strategic trade advice, with the firm investing in top-tier talent to meet growing client demand. His experience will support the firm’s continued leadership in high-profile trade litigation (including at the Federal Circuit) and policy advocacy, including WTO and USMCA arbitration, investor-state disputes, and export control investigations.

Kurland received his B.A. from Brown University, his J.D. from Harvard Law School and his Master of Arts in Law & Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University.
