Paige Gallaspy Laborde helps companies navigate high-stakes health, safety, and environmental matters, particularly in the aftermath of workplace incidents and environmental releases. She advises on the Occupational Safety and Health Administration (OSHA), the U.S. Environmental Protection Agency (EPA), and state enforcement, conducts privileged internal investigations, and counsels on compliance programs that withstand regulatory and public scrutiny. Her work spans the chemical, energy, manufacturing, distribution, and transportation sectors, where she integrates technical know-how with legal strategy to guide clients through crisis response, regulatory negotiations, and long-term compliance planning.

Paige has deep experience with OSHA’s Process Safety Management (PSM) standard and the Clean Air Act’s Risk Management Program (RMP). She regularly represents clients facing multi-agency scrutiny after major accidents, including OSHA, EPA, and Department of Justice (DOJ) investigations and Chemical Safety Board (CSB) inquiries. She has worked with companies in connection with most of the major U.S. industrial accidents of the past decade, including refinery explosions, chemical releases, and high-profile workplace fatalities. Recent matters also include leading a multi-refinery wastewater compliance review tied to a DOJ criminal case, advising a global manufacturer on pretreatment and hazardous waste enforcement, and counseling an aviation client on FAA–OSHA jurisdictional overlap in confined space entry.

She also represents companies before agencies such as the Bureau of Safety and Environmental Enforcement (BSEE), the Pipeline and Hazardous Materials Safety Administration (PHMSA), and state and local regulators, and has led industry advocacy on reforms to the PSM and RMP regulations.

Representative experience

Represented a Fortune 50 chemical manufacturer in investigations by the CSB, OSHA, the EPA, and other agencies into a four-fatality accident resulting from the release of toxic chemicals.*
