He is a recognized leader in EU and UK public procurement through his involvement in some of the largest and most complex projects in the UK, EU, and GCC markets, including London 2012, and across all infrastructure asset classes.
David’s practice focuses on clients in the public, private, and utilities sectors regarding regulatory compliance with the public procurement regime. He has deep experience across a variety of sectors such as education, defense, energy, real estate, life sciences, and health. For education, David has advised major institutions including University College London, University of the Arts London, and the Royal College of Art on procurement issues involving research grants for life sciences and commercial/IT contracts, subsidy control, and major projects. He is recognized by Lexology, Legal 500, and Chambers for his work in procurement and education, and by Legal 500 for his work in healthcare.
David is known for his ability to look at risk from the client’s perspective, using innovative and practical solutions to streamline and de-risk purchasing activity. On procurement challenges/bid protests, David provides robust support on complex issues related to technical procurement and subsidy control issues.
Prior to joining Hogan Lovells, David led the procurement law team and the public sector group, and also co-led the global education sector, at a major global law firm. David also has a governance role at a UK university which gives considerable insight into the sector.
