Guiding the digital transformation of Hong Kong’s pension fund landscape

The Mandatory Provident Fund Schemes Authority (MPFA) set out to modernize Hong Kong's pension fund management through the creation of the eMPF Platform — a single digital portal designed to give residents easier access to their MPF accounts across different schemes via web and mobile applications.

Delivering this vision meant navigating a highly complex landscape: integrating numerous existing schemes, aligning stakeholders, and ensuring compliance with a detailed and evolving regulatory framework.

Our Hong Kong team, led by partner Tommy Liu and supported by associates Kenneth Cheung and Nicola Choi, worked closely with the MPFA on the development of the eMPF Platform – the largest tech transformation project in Hong Kong.

We provided commercial and regulatory guidance, helping shape the framework for pension trustee engagement and supporting the development of the platform’s operating rules. Our team also advised on key areas including data processing, privacy notices, and user terms of service.

With a strong grasp of Hong Kong’s regulatory environment and experience supporting technology-driven change, we were proud to contribute to this ambitious project.
